It can also be found from specific locations when looted. It starts to drop from the Sunken Valley Clan members when it’s evening in the game. First, you need to set Ashina Outskirts and Ashina Castle ablaze. Then you can get the following materials as drops from the following enemies there-

6 Locations to find 7 Fulminated Mercury
1 – Bodhisattva Valley (1x)
You can find it behind a rock across an island with white monkeys. It is in the vicinity of poisonous water area.
2 – Hirata Estate (2x)
Find it near the second Juzou encounter i.e. second Memory.
Now, the further places are in Ashina and nearby. Remember to ser ablaze and then go for hunt!
3 – Ashina Castle (1x)
Find it by the stairs to the castle tower.
4 – Ashina Reservoir (1x)
Find it behind the Seven Ashina Spears miniboss.
5 – Ashina Outskirts (1x)
It can naturally be found at Ashina Outskirts. Killing the Ministry Gunman after being locked out of the area drops one Fulminated Mercury. Find it near the Ogre, next to a cannon.
6 – Ashina Outskirts (1x)
Find it at the top of the stairs. It will in the place the original Ogre was.
Sekiro Ministry Gunman – Key points to remember
In order to farm Fulminated Mercury, you need to have the Golden Vortex Tool. The Ministry will attack you at the Ashina Castle Idol. And then go to the Idol. Then use a Mibu Possession Balloon to increase the drop rate from enemies. Use the stairs ahead of the idol to the enemies at the top. And use the Golden Vortex to detect all enemies who might be near you. Head back to the Idol. You will have to rest to reset the area. Continue doing so to keep up the number of material obtained.
